Site development clients include architects, land developers, contractors, other engineering companies and institutional clients such as school districts, airports, and governmental agencies.
*Note: HC is capable of assisting site development clients with any offsite utilities to serve the tract, including the design of water and sanitary sewer treatment plants, water storage facilities, and water and sanitary sewer distribution and pumping facilities.
For all projects, HC can offer comprehensive services to include surveying, geotechnical engineering, mechanical and electrical engineering, architectural and landscape/irrigation design, and construction management. Any services which are not offered directly by HC staff will be subcontracted to associate firms. These firms will then be managed by HC, thus providing the client with a single point of contact throughout the entire project.

SITE ENGINEERING SERVICES
The following is a typical project scope of work for most land development projects to include school, residential and commercial properties:
Preliminary Design
- Meet with City staff to discuss water and sewer service to each site and requirements for fire protection, as well as drainage and street related issues.
- Prepare preliminary water, sewer, grading, street access and drainage plans for review with client and discussion with City staff.
- Visit with members of architectural staff to discuss our design concept and overall approach to the project. Make any changes deemed necessary prior to proceeding into final design.
- Prepare a preliminary calculation of excavation and fill to determine how the earthwork for the site balances.
- Provide client with a preliminary summary of our design assumptions, city requirements, and any additional information that may be necessary to finalize site and grading plan.
- Provide a preliminary cost estimate of all proposed civil improvements.
Final Design
- Prepare final plan and profile sheets for all civil improvements, including water, sanitary sewer, streets, grading, parking, and drainage facilities.
- Based upon final site plans provided by architect, prepare grading plans for proposed improvements and confirm finished floor elevation sufficiently high enough to ensure good drainage away from foundation.
- Provide client's office with a reproducible copy of all civil improvements.
- Assist client in processing these plans through the city to obtain approval of all plans for which we are responsible.
- Make necessary revisions to satisfy the city requirements.
- Provide client with a quantity take-off, in proposal form, for civil improvements to include in your contract documents.
- Answer any questions during bidding process regarding plan interpretation and provide addendums as required.
- Provide periodic site visits during construction to assist in decisions regarding materials and workmanship of the contractor.
- Provide assistance in conducting the final inspection.
